Today, the Foreign Investors' Council (FIC) organized the "Public administration performance: driver for economic growth" conference, aiming to discuss with the highest state officials, decision makers and representatives of the diplomatic community key issues that are important to improve the performance of the public administration.
H.E. Martin Harris, the British Ambassador, and H.E. Ulla Vaisto, the Finnish Ambassador, participated as distinguished guest speakers and shared with the audience their experience and the best practices regarding the improvement of public sector performance in their respective countries.
The conference responds to FIC's commitment to provide constructive suggestions for the overall sustainable economic growth in Romania. According to FIC, the performance of public institutions is one of the priority areas to be addressed in order to achieve economic development.
The FIC Board presented a review of the current situation in Romania in the area of public administration, based on international reports such as Global Competitiveness Report 2010-2011, and identified several areas of improvement, such as: the coherence and stability of public policies, the performance of civil servants, the transparency of public administration, the efficiency of public spending and tax collection.
In his introductory speech, FIC President Steven van Groningen pointed out the need for constant dialogue between stakeholders in order to identify the most efficient solutions to support the public administration in becoming an important driver for improving Romania's competitiveness.
Also, FIC identified UK and Finland as two countries that were success stories in reforming their public administration.
Speaking at the event, British Ambassador Martin Harris commented: "It is a privilege to be able to present to you today some of the highlights of the UK's experience of public administration reform. I would like to emphasize three points of particular importance to improving the efficiency of public services: setting clear targets for performance; making public servants accountable for meeting them; and developing the capability of public institutions, especially their senior leadership."
H.E. Ulla Vaisto, the Finnish Ambassador, pointed out the importance of a flexible and supple organization of the State apparatus, of the culture of performance management, and also of the continuous development, as key elements of an administration capable of offering quality, efficient and citizen centric services.
Mariana Gheorghe, member of the FIC Board, concluded: "We would like to restate with this occasion FIC's commitment to support the Romanian government/authorities' efforts in improving the performance of public administration, as an important driver of economic competitiveness/ growth".
