    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    I will continue to serve as coordinator of taxation committee and support all business initiatives in front of all public sector stakeholders. As a chairperson on taxation I’ll continue to work with Ministry of Finance and ANAF in the efforts to improve fiscal legislation in Romania based on the two main areas ie modernizing the fiscal Code and ANAF reform. Briefly, my actions would focus on:

    My main goal is ensuring more stability and predictability with regard to the fiscal legislation in Romania. One action I will undertake here is to continue our discussions and interactions with the Ministry of Finance as well as the Romanian Parliament representatives in order to continue the alignment of the fiscal laws to the EU best practices.

    Contribute through FIC and Coalitia to the reform of the tax administration and suggest ways to improve ANAF efficiency. Make sure that ANAF strategy is based on the three main pillars of effective tax administration: e-payment, e-registration and e-filing.

    Current involvement with the FIC: I am a member of the existing FIC Board since 2011, serving as the Co-chair of FIC TF Taxation and Coordinator of Taxation Task Force within Coalitia pentru Dezvoltarea Romaniei in 2020.

    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    I am committed to further contributing through my business experience, my network and the access I can provide to Deloitte’s local and global resources to reaching FIC’s objective to consolidate its advocacy efforts and remain one of the strongest and most reliable platforms for investors. The current context generated by the pandemic has highlighted once again the need for the Romanian business climate to attract investments and we have a long path of opportunities ahead. But this target can only be achieved through consistent dialogue between policy makers and the foreign investment community. As a member of the Board, I would be honored to contribute to FIC’s mission to facilitate this dialogue.

    My experience of over 20 years in national and international tax consultancy has given me the privilege to work with multinational companies and local entrepreneurs and thus gain a deep understanding of their needs and of how to address the challenges they face. It is a privilege to share my knowledge and expertise, as well as the ones of my expert colleagues in Deloitte, with the other FIC members and with the public authorities as FIC’s representative, in order to create a productive business environment.

    Current involvement with the FIC: FIC Board Member since 2019, Co-Chair of Taxation Task Force and EU Fund Task Force.

    As a leading professional services organization in Romania and worldwide, Deloitte has always been an active member of the most important business associations and contributed with its in-depth knowledge of markets and industries and its experts in various fields. We can share best practices in virtually all the sectors of the economy and continue to be an active contributor to FIC’s agenda, which has been the case since 2009, through our work as FIC members, in the Board of Directors and in the task forces.

    I had the honor to lead this important effort for the past two years by serving on FIC’s Board. Besides this, I have been a longstanding member of the Taxation task force and thus participated to FIC’s efforts towards fostering a fiscal regime that can contribute to attracting investments from foreign or local entrepreneurs. Together with my colleagues from Deloitte, I have contributed to the important task of making proposals for rewriting the Fiscal Code and the Fiscal Procedure Code. I currently co-chair the FIC Tax task force and in the past I chaired and co-chaired the FIC-AmCham common working group on profit tax. I also contribute in the CDR task force on Finance & Taxation. In addition, I supported the creation of a specialized FIC EU Funds Task Force and I have co-led it from its inception.​

    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    Regarding my activity within FIC, I can say that in recent years I have contributed to the organization as chair within the Labor Task Force, and as of last year chair within the Communication TF. I have started my participation to FIC with a vision for sustainable investment and smart use of business and national resources. I can say that, with over 13 years of experience in the oil and gas sector and previous engagement within FIC’s initiatives, I can provide expertise for FIC’s future engagements on important issues and provide support. FIC has gained more visibility over the past years and is currently one of the platforms for engaging Romanian authorities on various issues with a high impact on different industries. In the new context created by coronavirus epidemic, it is extremely important for business community to maintain a constant dialogue with the authorities in order to limit the negative effects.

    I have encouraged my colleagues to actively participate and represent KMGI in Energy, Taxation, Environment, Technology, Labour and Communication FIC Task Forces (TF) and Working Group on GDPR, but also Va urma project. During the last year, I have been active as one of the Chairpersons of the Communication Task Force.

    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    I have played a part in FIC’s activities for several years and would like to continue doing so by serving on the Board after my mandate as President expires. My position as Country Managing Partner of KPMG in Romania gives me an overview of the interests of a wide range of businesses of different sizes and from different sectors. I would like to continue to offer the resources of KPMG in Romania to support the FIC’s projects and will continue to encourage KPMG staff to participate in FIC activities, as part of our commitment to the wider community. I will also bring my own detailed knowledge of tax and legal matters, which can be of great value to the FIC’s efforts to work together with the authorities to develop a business-friendly tax and legal environment. I will also continue to support partner organisations (CDR, AmCham, BRCC etc.) in which my colleagues at KPMG play an active role. In terms of priorities, I would like FIC to work for significant improvements to Romania’s poor infrastructure, support for companies to put in place more stringent ESG practices, improved uptake of EU funds, greater use of PPP initiatives, and also for clarification of the rules on tax incentives for R&D activities. (Currently the rules are unclear, and consequently many potential beneficiaries fail to take advantage of this important tax incentive which is intended to support development of a critical area of economic activity). I would also like to encourage the authorities to give a greater role to FIC and similar business organisations in the drafting of legislation, since we can bring our sector-specific knowledge to make suggestions for improvements which will be beneficial to both the state and the private sector.

    Current involvement with the FIC:

    I have been FIC President since June 2019, a Member of the FIC Board since May 2018 and a member of the Steering Committee of CDR (Coalitia pentru Dezvoltarea Romaniei) on behalf of FIC. I have also co-chaired the FIC Environment Task Force since 2019, and became head of the CDR’s Environment Task Force in January 2021. During my time as FIC President, I represented the FIC in several meetings and events including meetings with Government, President and political parties in which I presented the key priorities of FIC. I also moderated FIC events including the bi-annual meetings of CEOs and the Leaders for Excellence in Healthcare 2019 and 2021 editions. In my capacity as FIC President, I have chaired press conferences as well as giving interviews and appearing on TV. I have given presentations on FDI and the work of FIC during business conferences, such as the Economist’s event which discussed Europe in the time of the pandemic and the Foreign Investors’ Summit.

    During the period of my mandate as President, the FIC was involved in several important projects. The FDI Report, issued in September 2020, provided information on the impact of foreign investment in Romania through a detailed analysis of foreign investment flows, and how they have contributed to Romania's economic growth in recent years. The Challenge to Restart Economic Growth, issued in November 2020 by the FIC Board of Directors, comprised  a list of policy recommendations in important areas, such as: healthcare, taxation, energy, technology and digitalisation, financial services, environment and FDI. The document was shared with the political parties. The FIC is currently working on the 2021 edition of the White Book, with support from KPMG staff, and this will be launched in May 2021 during the General Assembly.

    I have 26 years of experience of providing various professional services (audit, accounting, forensic, due diligence) in Romania and other East European countries (Russia, Ukraine, Serbia). I have been a Partner since 2004 and have had various management responsibilities in addition to my professional work: partner in charge of regional offices, Growth Markets Leader for EY Romania and Assurance Leader (head of Assurance Department). Currently I am a member of EY Romania’s Executive Board (top decision making forum of the firm) and Markets Board (the firm’s decision making forum in respect of markets and clients); I am also the leader of the group providing assurance services to private companies (EY Private). Based on this experience, I believe I can contribute the following to FIC:

    - an in-depth understanding of the Romanian economic and political environment, as well as detailed knowledge of various industries I have worked with;

    - a very good knowledge of the legal and corporate governance frameworks for companies as well as associations (NGOs), gained as auditor of private and public companies, as Administrator (Director) in EY companies and as Board Member in NGOs;

    - excellent project management abilities and can-do attitude;

    - in-depth knowledge of the accounting, tax and corporate governance regulations in Romania

    - a high quality personal network spanning private companies, state-owned companies and NGOs

    I believe that my experience in retail of over 24 years, accumulated in different domains like Commercial, Store Operations, Logistics, IT would bring additional value to the FIC Board composition. As I have developed my entire career in Romania, I have a deep knowledge of the Romanian business sector, but I also have a track record of leadership capabilities, acquired in a multinational and foreign environment.

    I have coordinated the FIC TF Environment in the past 3 years and together with the colleagues in the task force managed to be very active regarding the modifications of the environmental legislation.

    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    As General Manager of a company recognized for its operational success and innovative approach in terms of products, packaging and marketing activities, but also taking into account my financial background, I’m confident of bringing value within FIC, contributing in areas such as  Technology & innovation (including digitalization), Taxation, Environment.

    Taxation is an area impacting the entire business community and more than ever impacting the way the Romanian economy will recover post-COVID pandemic. Thus, consultation between the state authorities and the business community is essential to review both draft legislation and the implementation of existing legislation with the ultimate goal of ensuring clarity, stability and predictability in fiscal legislation as well as in its implementation and interpretation are critical conditions in investment decisions. ANAF reform should continue, to eliminate the practical deficiencies in fiscal administration & to develop the digitization of ANAF’s architecture.

    Digitalization is a need not only for ANAF, Romania needs an urgent digital transformation to ensure the sustainability of key areas such as education, healthcare, e-governance, business environment. Technologies & innovations should be encouraged to move towards a digital society, with sustained investment in infrastructure and skills.

    Environment is another are where Romania should take extra miles to recover existing gaps and to align to goals of EU Green Deal. Circular economy is a very important topic, where concrete steps should be taken in order to ensure legislative predictability & clarity by creating a uniform and consistent legislative framework, based on EU principles.  Climate change is also high on public agenda, thus it is equally important for the business sector to provide input for the positions taken by the Romanian authorities within the relevant technical groups and public consultations at EU level.

    As GM of the beverage industry leader, I learned to pursue a strong people agenda, focusing on collaboration, talent identification and promotion, honesty, hard-work and dedication. I am confident that these values will prove the core of FIC’s activity moving forward in the post-Covid recovery path and I can share the business, management, and leadership skills I have achieved during my career.

    Current involvement in FIC takes place at task forces’ level, with active collaboration mainly in Environment, Taxation, EU Funds Task Forces. Together with other colleagues from FIC we have contributed to position papers on environmental topics (waste management system, environmental permits and visas), EU funding, public policies to restart economic growth and we have also contributed to FIC White Book. We assumed an active role in the debates for the National Resilience and Recovery Plan and proposed concrete actions and projects to favor both business community and authorities. Through FIC, we have worked in CDR Environment Task Force and were present at meetings with authorities on important environmental topics (waste management, environmental process and visas, EU funding etc.)

    As a CEO of a holding in communication field (advertising, media, PR, digital), I am bringing to the mix the perspective of a very creative and dynamic industry.

    Having the opportunity to work with key players in a large number of industries, allows me to have a comprehensive understanding of the economic environment at large.

    During previous mandates as member of the FIC Board, I had the chance to successfully co-chair different Task Forces in the field of Education, Technology, Communication and Healthcare.

    I consider the task force work a very important part of our activity, so I look forward to continuing to contribute and focus on strategic objectives of our organization.

    Length of time resident in Romania: 11 years and 3 months of residency, following 18 months of supervision of Romanian activities from abroad

    What do you plan to bring along in FIC and how do you see your contribution in the next year should you join the FIC Board?

    As a representative of one of the main foreign investors in the Romanian energy sector, an activity of essential importance to foster, also with new, especially green investments, the country’s sustainable economic growth, as well as of a large employer (4,000 employees), and following several mandates in the leadership of FIC, I would be glad to keep contributing, together with peers from many sectors, to the highly valuable and widely recognized work done by the organization. My focus would again be on making proposals to further improve Romania’s business environment and attractiveness to investors and on shaping, through the FIC, the activities of the Coalition for the Development of Romania and the partnership with Concordia. I am also keen to share my understanding of the expectations of industrial and commercial companies, local authorities and households, gained through our relationship with the 2 million Romanian customers we serve.

While also expanding and developing lasting ties with the business environment. In this context, I hope that my leadership and international experience in top management positions can bring a valuable contribution to FIC’s decision making at Board level. And to support the development of FIC’s organizational culture and reputation in its partnership with the Romanian authorities.
