    I am a member of the existing board, serving as the Coordinator of FIC TF Taxation and Coordinator of Taxation Task Force within Coalitia pentru Dezvoltarea Romaniei last year.

    • Description of what you can bring to the FIC and how you can contribute as a Board member:

    I will continue to serve as coordinator of taxation committee and support all business initiatives in front of all public sector stakeholders. As a chairperson on taxation I’ll continue to work with Ministry of Finance and ANAF in the efforts to improve fiscal legislation in Romania based on the two main areas ie modernizing the fiscal Code and ANAF reform. Briefly, my actions would focus on:

    - My main goal is ensuring more stability and predictability with regard to the fiscal legislation in Romania. One action I will undertake here is to continue our discussions and interactions with the Ministry of Finance as well as the Romanian Parliament representatives in order to continue the alignment of the fiscal laws to the EU best practices.

    - Contribute through FIC and Coalitia to the reform of the tax administration and suggest ways to improve ANAF efficiency. Make sure that ANAF strategy is based on the three main pillars of effective tax administration: e-payment, e-registration and e-filing.

    I am currently a FIC Board member and have been a longstanding member of FIC’s Taxation task force and thus participated to the organization’s efforts to foster a fiscal regime attractive for investments from foreign and local entrepreneurs. Together with my colleagues from Deloitte, I have contributed to drafting the proposals for rewriting the Fiscal Code and the Fiscal Procedure Code in 2015, as well as on the more recent work on this important piece of legislation. Through the years, I have also worked on the reform of the Fiscal Administration National Agency (ANAF) and on other fiscal matters. Besides this, Deloitte has been an active contributor to FIC’s agenda since 2009, through our work in FIC’s Board of Directors and task forces.

    • Description of what you can bring to the FIC and how you can contribute as a Board member:

    I am eager to continue to contribute, through my professional experience and through the richness of Deloitte local and global network resources, to support FIC in its objective to remain a strong business advocate in Romania. In the current context, the need for dialogue between policy makers and the foreign investment community is greater than ever, so that the business climate in Romania can receive the much needed support to continue to attract investments. As a Tax and Legal Partner-in-Charge of Deloitte Romania, I have supported the creation of a level playing field and of a constructive relationship between authorities and taxpayers. Over my 18-years career of consultancy in international corporate taxation, I have worked with multinationals to local entrepreneurs, which gave me a deep understanding of the business community’s needs and of ways to address its challenges. It is a privilege to share my knowledge and expertise, as well as the ones of my expert colleagues with Deloitte, with the other members and, in FIC’s name, with the public authorities, in order to create a productive business environment. As a leading professional services organization in Romania and worldwide, Deloitte has in-depth knowledge of markets and industries and we can share best practices in different sectors.

    The pharmaceutical industry is an important player among FIC. Health is a crucially important social and economic asset and a key priority for Romania. At the same time, health is viewed as fundamental to the achievement of eradicating extreme poverty and hunger; achieving universal primary education; promoting gender equality and empowerment and ensuring environmental sustainability. In Romania, the pharmaceutical players registered as producers (165) consolidate over 900 mln Eur in turnover representing 0,47% of the GDP. GSK is 1st foreign producer of medicines to enter Romanian market. For 30 years, GSK has been a promoter of progress in Romanian healthcare. We touch Romanians lives through our brands in critical therapy areas and vaccines. More than 70% of HIV patients in Romania have been treated with at least one GSK/ViiV product. At the same time, in Romania our complex vaccines portfolio prevents 16 pathologies.

    GSK PH Romania is an important resource for engaging business in policy making and help to ensure that government investment is targeted, and that policy interventions are evidence‐based and meet objectives. Moreover, GSK Romania has a strong reputation among Romanian stakeholders. I joined GSK team in 1999 as a medical representative. I have strong knowledges and experience in corporate affairs, communications and advocacy. Since 2018, I am General Manager of GSK Pharma Romania, being the first Romanian appointed to this position. My experience can help FIC efforts to allow most efficient ways for flow of information and inputs that enables Romanian Authorities to better develop and implement policies.

I have encouraged my colleagues to actively participate and represent KMGI in Energy, Taxation, Environment, Technology, Labour and Communication FIC Task Forces (TF) and Working Group on GDPR, but also Va urma project. During the last year, I have been active as one of the Chairpersons of the Communication-FiR Task Force.  

    • Description of what you can bring to the FIC and how you can contribute as a Board member:

    Regarding my activity within FIC, I can say that in recent years I have contributed to the organization as chair within the Labor Task Force, and as of last year chair within the Communication TF. I have started my participation to FIC with a vision for sustainable investment and smart use of business and national resources. I can say that, with over 13 years of experience in the oil and gas sector and previous engagement within FIC’s initiatives, I can provide expertise for FIC’s future engagements on important issues and provide support. FIC has gained more visibility over the past years and is currently one of the platforms for engaging Romanian authorities on various issues with a high impact on different industries. In the new context created by coronavirus epidemic, it is extremely important for business community to maintain a constant dialogue with the authorities in order to limit the negative effects.

    I am an expert of the Central and Eastern Europe banking market and over the past 20 years I have been on top management positions in subsidiaries of Western-European banks in Romania, Hungary and Russia. Having also the capacity of President of CONCORDIA Employers Confederation, I believe that being a Board member would help coordinate the private sector’s efforts in fostering economic growth and improve the business environment.

    I have been President of the FIC since 2019, and a Board member since 2018. In my capacity as FIC President, I have had discussions with both the current and former Prime Minister, in which I have presented the key priorities of FIC members.  I have also represented FIC at several events: Leaders for excellence in healthcare; a summer school for young politicians (organised under the umbrella of the Va Urma project) and a discussion on Romanians and foreigners in the current European and global context – a dialog with Daniel David. During my period as President the FIC has also developed major projects, including a study on all the taxes paid by FIC members, a general campaign to promote foreign investment in Romania and the 2019 White Book. The FIC has also strengthened its cooperation with the Employers’ Confederation, Concordia. From January to June 2019, I served a term as Coordinator of the Coalition for the Development of Romania (CDR), of which the FIC is a member. During my mandate CDR organized several high-level meetings with political parties (5 meetings), as well as with representatives of the European Commission, including the Budget and Competition Commissioners and the representative of the European Commission in Romania. Dialogue with the authorities is on a positive track- the Romanian President attended the Plenary Meeting of CDR for the first time, and discussions with the Government have resumed. I have been co-Chair of the FIC Environment Task Force, and for several years KPMG colleagues have participated in FIC Committees such as Tax, Labour, Public Procurement, Energy, Infrastructure, SMEs and Environment. Over the past few years, I have also used my background in taxation to give the FIC technical advice on various taxation issues. 

    • Description of what you can bring to the FIC and how you can contribute as a Board member:

    I have been involved with the FIC for many years and have a detailed understanding of the needs of FIC members and of the wider business community. If I am re-elected to the Board, I will continue to represent FIC members’ interests by building on the progress we have made on improving dialogue with government and the state authorities. I will also contribute to the FIC’s activities by bringing the resources of KPMG in Romania, in particular our understanding of a wide range of sectors of the economy. I will continue to encourage KPMG staff to support FIC activities as part of our commitment to the wider community. I will bring my expertise in tax and legal matters, which can be valuable for FIC members and our efforts to improve legislation. I will continue to support the Coalition for the Development of Romania (CDR) and encourage the development of coordinated initiatives involving FIC and other business organisations. I will continue to promote clarity and stability in legislation, and encourage the authorities to allow organisations like the FIC to have a greater role in the drafting of legislation, since FIC members can bring considerable sector-specific expertise. I believe that Research and Development remains a key sector, and will encourage the authorities to make the various tax incentives for R & D activities clearer, and less open to interpretation, so that companies involved in R & D can take full advantage of these important provisions. I will also continue to work for a big improvement in investment in infrastructure, where Romania is a long way behind most of the EU, making our country less competitive as an investment destination.

    Sodexo Pass Romania is member of FIC since 2003, supporting the activity of the organization and actively participated at the events and taskforces when the company expertise was useful. Currently Sodexo Pass Romania is member of Health Task Force and of Communication Task Force and of the Communication Task Force. Sodexo Pass Romania is also active member of CCIFER, AMCHAM, BRCC (Belgian Romanian Chamber of Commerce), Coalitia pentru Dezvoltarea Romaniei, contributing to policy recommendations and offering support on fiscal topics through its experts withing Fiscal & Tourism Task Forces.

    •  Description of what you can bring to the FIC and how you can contribute as a Board member:

    During 2018-2020 mandate as FIC Boar Member I have been actively involved in the Health Task Force project of developing and implementing the pilot on leadership courses for the hospital managers from the Bucharest – Ilfov Region- meeting authorities, supporting building the strategy of the course and representing FIC during the course. Also as part of Communication Task Force I have supported the developing of the communication strategy for the FIC campaign of promoting foreign businesses in Romania.Through my experience in various industries such as travel and airline business, media, consumer services and HR offers, I can contribute to FIC in reaching its objective of promoting a sustainable economic growth by improving Romania's investment landscape. In all countries where I had a management mandate (the Democratic Republic of Congo, Belgium and Romania) I have been involved in business communities’ coalitions, bringing my contribution and expertise in facilitating dialogue between businesses and decision makers. In Congo I was an active board member of both the Belgian-Congolese chamber of commerce and FEC (Federation d’Entreprises Congolaises). In Belgium I was a board member in a nonprofit organization promoting intercultural exchanges (AFS). I strongly believe that Romania’s business community needs to work together to promote an ethical and transparent business environment and to be a reliable partner of the Government, offering support and guidance in the policy making process. Over the years, foreign investments in Romania marked positively the development of the country in all economical domains and therefore, especially in this period, it is very important for FIC member companies to promote their contribution and help to build a good image of the business community. Sodexo Pass Romania is active in a field that interacts with more than 25,000 clients, 65.000 merchants and over 1 million employees in the Romanian Economy. Through the specific profile of Sodexo’s activity, I came to understand the strong need of businesses in Romania for a stable and predictable legal environment, an essential aspect building a business strategy and plan the investments. This is why Sodexo has been actively participating over the last years in Tasks Forces and business organizations to support building dialogue between decision makers and the business community, sharing expertise and facilitating access to know how.

    I have coordinated the FIC TF Environment in the past 2 years and together with the colleagues in the task force managed to be very active regarding the modifications of the environmental legislation.

My focus would again be on making proposals to further improve Romania’s business environment and attractiveness to investors and on shaping, through the FIC, the activities of the Coalition for the Development of Romania and the partnership with Concordia.
